Amends Hawaii Revised Statutes Section 103D-302 to allow bidders for construction contracts to submit their final list of joint contractors and subcontractors up to five days after the bid submission deadline, rather than requiring the list to be included in the bid itself.

Permits construction bids that do not comply with the subcontractor listing requirement to be accepted if acceptance is in the State's best interest and the work value of non-compliant contractors is 1 percent or less of the total bid amount.

Maintains the existing statutory requirement that all subcontractors used must be properly licensed under Hawaii Revised Statutes Chapter 444.

Aims to reduce bid protests and project delays caused by inadvertent subcontractor listing errors and licensing issues resulting from complex contractor licensing requirements.

Takes effect upon approval.
