S.B. 645 Summary

• Extends the deadline for counties to adopt a surcharge on state tax ordinance from March 31, 2019 to July 1, 2022.

• Allows surcharge collection to begin January 1, 2023 for ordinances adopted between March 31, 2019 and July 1, 2022.

• Authorizes counties with populations of 500,000 or less that adopt surcharges after December 31, 2020 to use revenues exclusively for affordable and workforce housing infrastructure serving households earning up to 140% of area median income.

• Allows counties adopting surcharges before January 1, 2021 to use revenues for public transportation, ADA compliance, or affordable housing infrastructure.

• Takes effect July 1, 2050.
