Amends Hawaii Revised Statutes Section 26-31 to require deputy directors and deputy chairs of principal state departments to be nominated and appointed by and with the advice and consent of the senate.

Deputies may be appointed by the governor, the single executive of a principal department, or the chair of the board, commission, or other body, but all appointments require senate confirmation.

Establishes that deputy director appointments are subject to the same advice and consent requirements previously applied only to principal department heads.

Takes effect upon approval.
