Creates a new section in Chapter 103D, Hawaii Revised Statutes authorizing competitive sealed bidding to the second lowest bidder as an alternative procurement method.

Allows contracts to be awarded to the second lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in the invitation for bids.

Permits the head of a purchasing agency to negotiate an adjustment of the second lowest bid price with that bidder if all bids exceed available funds and resolicitation is impracticable due to time or economic considerations.

Adds the new competitive sealed bidding method to the list of authorized methods for source selection in Section 103D-301, making it an option alongside competitive sealed bids, sealed proposals, professional services, small purchases, sole source, and emergency procurements.

Takes effect upon approval.
