Amends Hawaii Revised Statutes Section 92F-42 to require the Office of Information Practices director to "either rule or provide guidance" when reviewing agency denials of access to information, rather than only ruling on such matters.

Modifies the director's duty to receive and resolve complaints regarding state and county board compliance with Hawaii's open meeting law (Chapter 92, Part I) to include either determining whether a violation occurred or providing guidance on legal requirements.

Changes the language in paragraph (1) to clarify that the office may provide either formal rulings or advisory guidance when reviewing agency access decisions, making the review process more flexible.

Takes effect upon approval.
