S.B. 661 Summary

• Permits boards to conduct remote meetings using interactive conference technology with board members participating from non-public locations, while maintaining at least one public in-person location where members can attend and testify.

• Requires remote meeting notices to list at least one public meeting location and provide instructions for public members to remotely view meetings and provide oral testimony via internet streaming or telephone conference.

• Establishes that a quorum of board members must remain visible and audible during remote meetings (except during executive sessions), votes must be conducted by roll call unless unanimous, and boards should record meetings and post recordings until minutes are available.

• Modifies the existing multi-site in-person meeting option to allow meetings to be automatically recessed for up to one hour to restore audio communication rather than being immediately terminated.

• Allows boards to require contact tracing information and enforce safety measures (facial coverings, physical distancing) for in-person attendees when a contagious illness state of emergency has been previously declared by the governor.
