SB 668 Summary

• Establishes state regulation of all agricultural imports and inspections, with creation of an air cargo pest inspection, quarantine, and eradication fund receiving legislative appropriations and interest earnings for invasive species control in air cargo.

• Requires auditor to conduct sunrise analysis on the air cargo pest inspection, quarantine, and eradication fund and report findings to legislature by twenty days prior to 2022 regular session.

• Renames the "agricultural development and food security special fund" to "land-, aquaculture-, freshwater-, or sea-based food development and food security special fund" to expand scope beyond land-based agriculture to include commercial fishers and aquaculture producers.

• Expands allowable uses of the special fund to include grants to commercial fishers, equipment purchases for fishing vessels (limited to 40 feet or less), and activities related to freshwater and sea-based food production.

• Directs department of agriculture to deposit civil penalties from violations into the food security special fund and submit annual reports to legislature on fund status, spending plans, and measurable outcomes.

• Effective July 1, 2021.
