Amends the definition of "employee-beneficiary" under Hawaii's employer-union health benefits fund to expand eligibility for surviving unmarried adult children of deceased retired members.

Allows a surviving unmarried child to qualify as an employee-beneficiary if incapable of self-support due to mental or physical incapacity that existed prior to age nineteen, in addition to the existing requirement of being under the limiting age defined by the board.

Applies to beneficiaries of retired members of the employees' retirement system, county pension systems, and police, firefighters, or bandsmen pension systems of the State or counties.

Takes effect on January 1, 2050.
