Modifies the appointment process for the labor representative on the Hawaii Labor Relations Board (HLRB) to be selected by simple majority vote of exclusive representatives of collective bargaining units, rather than from a list of three nominees submitted by mutual agreement.

Requires the governor to nominate the labor representative within 20 days of receiving the nominee's name from the exclusive representatives; if the governor fails to nominate the submitted person, the exclusive representatives may submit the name directly to the senate for confirmation.

Establishes a removal procedure allowing a simple majority of exclusive representatives to request removal of the labor representative if they determine the person is not demonstrating necessary ability to serve effectively.

Removes the limitation under section 26-34 restricting board members to two terms, allowing HLRB members to continue serving as long as they demonstrate efficiency.

Takes effect on July 1, 2050.
