• Repeals authorization for the governor to negotiate development or expansion of private in-state correctional facilities
• Prohibits establishment of any private correctional facilities within Hawaii
• Allows governor to contract with private entities to construct correctional facilities on public or private lands, provided the Department of Public Safety operates the facilities
• Removes authorization for governor to lease or purchase correctional facilities constructed by private entities
