Adds definition of "housing" to Hawaii Revised Statutes Section 356D-1 as any home, residence, building, apartment, or dwelling unit designed principally for sheltering people.

Expands definition of "public housing project" to include mixed-income, mixed-use, or mixed-finance redevelopment executed through public-private partnerships on properties owned by the Hawaii Public Housing Authority.

Authorizes the Hawaii Public Housing Authority to develop non-subsidized housing, commercial properties, and industrial properties as integral parts of housing developments or community benefits.

Requires the Hawaii Public Housing Authority to submit location, size, and detailed project descriptions to the Office of Hawaiian Affairs at least three months prior to redeveloping or entering public-private partnerships on government or crown lands held by the authority for more than sixty-five years.

Excludes amounts required to be set aside or transferred under the Admission Act of 1959 and Hawaii State Constitution from being deposited into the public housing revolving fund when HPHA sells or leases developed property.

Effective date: July 1, 2050.
