Increases the threshold for marijuana possession violations from three grams to thirty grams under Hawaii Revised Statutes Section 712-1249(2).

Possession of thirty grams or less of marijuana becomes a violation (rather than a petty misdemeanor) punishable by a $130 fine.

Amends Section 706-622.5(5) to allow expungement of marijuana possession convictions when the amount possessed was thirty grams or less (increased from three grams).

Expungement is available upon court motion for persons convicted of marijuana possession under section 712-1249 when no other criminal charges resulted from the same facts and circumstances.

Effective upon approval.
