Requires the Department of Accounting and General Services to develop and implement an enhanced security plan for the Hawaii state capitol and surrounding grounds, including crowd management in the rotunda, visitor weapon screening, prevention of unauthorized vehicular access, and preservation of historic character.

Mandates the security plan include long-term designs for a secured underground public parking facility with an above-ground mall between Beretania Street, Punchbowl Street, and Washington Place to replace the current unsecured parking structure occupied by the Department of Health.

Adds the state historic preservation officer to the State Capitol Management Committee and changes committee leadership from a single chairperson elected by members to co-chairs appointed by the Senate president and House speaker.

Modifies State Capitol Management Committee governance by removing the requirement for four annual meetings and changing quorum rules from five members to a majority of those present.

Requires the Department of Accounting and General Services to submit annual reports to the legislature no later than twenty days before each regular session on progress implementing the enhanced security plan and any proposed legislation.

Effective date: July 1, 2050.
