Establishes the rental car modernization task force within the department of transportation to plan the transition to zero-emission rental vehicle fleets.

Task force shall develop a feasibility plan for installing electric vehicle charging infrastructure to support a 100 percent zero-emission rental motor vehicle fleet by 2035, including analysis of airport parking structure accommodation.

Task force composition includes the transportation director (chair), Hawaii tourism authority president, state energy office chief energy officer, sustainability coordinator, two legislative appointees, and representatives from rental car industry, automobile manufacturing, hotels, and electric utilities.

Requires preliminary report to legislature by December 1, 2021, and final report by December 1, 2022; task force dissolves on May 31, 2023.

Act becomes effective January 1, 2050.
