Establishes a natural resource management special fund to address impacts to natural resources and manage natural and open space resources in Hawaii, including restoration of reefs, beaches, forests, and protection against climate change impacts.

Creates a natural resource management commission with ex officio members from state agencies and appointed members representing nonprofits, Native Hawaiian communities, youth, and the tourism industry to oversee fund disbursements.

Allocates $30,000,000 annually from transient accommodations tax revenues to the natural resource management special fund and $60,000,000 to the Hawaii tourism authority.

Repeals the existing $3,000,000 annual allocation of transient accommodations tax revenues to the special land and development fund.

Requires the Hawaii tourism authority to submit annual reports to the legislature detailing how the natural resource management fund addressed natural resource impacts and the benefits gained from those expenditures.
