Amends Chapter 231, Hawaii Revised Statutes by adding a new section requiring the Department of Taxation to accompany all revenue estimates provided to the legislature or state executive/administrative offices with a description of methodology and assumptions used.

Makes revenue estimates and their accompanying descriptions public records subject to disclosure, inspection, and copying under Hawaii's public records law (Chapter 92F).

Takes effect on July 1, 2050.
