Creates a new "special procurement" process allowing the State to award contracts for goods and services with reduced competition when the chief procurement officer determines it is advantageous to address unique requirements, new technologies, or public-private partnerships.

Requires purchasing agencies to prepare a procurement plan documenting the process and justification for using special procurement, subject to review by the Attorney General or corporation counsel for legal compliance.

Mandates electronic posting of all special procurement contract awards within seven days, remaining publicly available for at least one year, including contractor name, dollar amount, and selecting agency official.

Requires written determinations of the basis for each special procurement decision to be filed in the contract record, with annual reports submitted to the state procurement office and made publicly available by the chief procurement officer.

Directs the state procurement office to submit reports on special procurements to the legislature at least 20 days before each regular legislative session; requires the procurement policy board to adopt implementing rules by December 31, 2021.
