Requires the Department of Accounting and General Services to purchase only zero-emission vehicles (such as electric vehicles) for its motor pool fleet beginning January 1, 2022.

Allows the comptroller to authorize exemptions from the zero-emission requirement for specific vehicle purchases determined to be cost-prohibitive or unsuitable for the vehicle's planned purpose.

Requires the Department of Accounting and General Services, in coordination with other state agencies, to submit a fleet conversion plan to the legislature no later than twenty days before the 2022 regular legislative session.

Establishes the requirement as part of Hawaii's commitment to net zero carbon emissions by 2045 and to support the state's clean energy and sustainable transportation goals.
