Removes the July 1, 2019 expiration date for the exemption allowing licensed classroom teachers and teacher trainees to implement (but not design) applied behavior analysis services in school settings in collaboration with a licensed behavior analyst or psychologist, making the exemption permanent.

Clarifies that licensed psychologists and their supervisees may provide applied behavior analysis services within their scope of practice and may train and supervise direct support workers, paraprofessionals, caregivers, parents, and guardians.

Removes the January 1, 2020 expiration date for direct support workers implementing applied behavior analysis programs under the supervision of a licensed behavior analyst or psychologist.

Extends the exemption for individuals designing or implementing applied behavior analysis services in Medicaid home and community-based service waiver programs until January 1, 2024.

Takes effect July 1, 2021.
