Amends Hawaii Revised Statutes Section 26-34 to require new board and commission members to participate in an orientation and training session with the department head or designee covering mission, roles, responsibilities, laws, programs, and procedures.

Requires all departments and agencies with boards and commissions subject to Section 84-17 to provide supplemental training updates to members at least once per calendar year.

Maintains existing provisions regarding four-year member terms, consecutive term limits of two terms (maximum eight consecutive years), removal by governor for cause, and holdover member provisions.

Takes effect on July 1, 2112.
