Directs the Department of Human Resources Development to establish a working group to review and recommend policies on telework and alternative work schedules for state employees with caregiving responsibilities.

Working group shall review June 2, 2010 telework guidelines to include caregiving as a valid reason to telework, identify eligible employee types, determine ineligible position categories with justification, and identify alternative work locations.

Department of Human Resources Development must submit report with findings, recommendations, proposed legislation, and budget requests to the legislature no later than 20 days before the 2022 regular legislative session.

All state departments must adopt and implement emergency telework policies permitting state employees to telework while caregiving, effective immediately and remaining in effect until the COVID-19 emergency proclamation expires or permanent policies are adopted, whichever occurs first.

Working group ceases to exist on June 30, 2022; bill takes effect July 1, 2050.
