Adds the chairperson of the Hawaiian Homes Commission (or their designee) as an ex officio, nonvoting member to the Commission on Water Resource Management.

Clarifies that the Commission consists of seven voting members with exclusive jurisdiction over water resource management implementation and administration.

Specifies that the five appointed members (excluding ex officio members) must have substantial experience in water resource management, with at least one member having expertise in traditional Hawaiian water resource management techniques.

Maintains the existing ex officio voting position for the Director of Health or their designee.

Effective date: July 1, 2050.
