Requires counties to maintain infrastructure for Department of Hawaiian Home Lands housing developments within 60 days of receiving a completed maintenance request application.

Conditions for county maintenance include payment of applicable meter, connection, and utility fees; infrastructure conforming to current county standards; infrastructure being connected or adjacent to existing county infrastructure; and county approval of improvement completion.

Defines "infrastructure" to include water lines, storm drainage systems, sewer lines, waste disposal/treatment systems, and roadway improvements (pavement, gutters, curbs, sidewalks, street trees, signage, striping, traffic calming, and street lighting).

Addresses the legislature's finding that the Department of Hawaiian Home Lands often retains responsibility for infrastructure maintenance despite meeting county requirements.

Takes effect upon approval.
