Amends Section 304A-2007 to require University of Hawaii special and revolving funds to include detailed annual reports to the legislature itemizing salaries, maintenance of buildings and grounds, utilities, general office expenses, implementation of information technology policies, and transfers into and out of funds.

Requires reports on special and revolving funds to include all expenditures in excess of each fund's appropriation for each fiscal year.

Amends Section 304A-2168 to establish new annual reporting requirements for the Hawaii Cancer Research Special Fund with the same detailed expense categories as other special funds.

Requires both the general special funds and Hawaii Cancer Research Special Fund annual reports to be submitted to the legislature no later than twenty days prior to the convening of each regular session.
