• Requires persons receiving state funds and financial assistance in counties with populations exceeding 750,000 to donate unused but functioning electronic devices and televisions to nonprofit organizations for refurbishment and redistribution, effective July 1, 2050.

• Establishes "covered refurbisher" organizations as 501(c)(3) nonprofits registered in Hawaii that repair and refurbish excess electronics for sale to eligible recipients at no more than $50 per device, with enterprise hardware exempted from the price cap.

• Eligible recipients include charitable/nonprofit organizations, individuals determined to be in need who are Hawaii residents, and government entities; recipients are prohibited from reselling or leasing refurbished devices.

• Requires covered entities to remove data and inappropriate content from devices before transfer and file annual reports with the Department of Accounting and General Services detailing donated devices, charitable contribution amounts, and receiving refurbishers.

• Establishes penalties up to $1,000 for first violations and up to $2,000 for subsequent violations, with no fees assessed to eligible recipients, covered entities, or refurbishers for transfers under the program.
