SB 920 Summary

• Establishes procurement policy prioritizing zero-emission vehicles, plug-in hybrid electric vehicles, alternative fuel vehicles, and hybrid vehicles for state agency purchases of medium- and heavy-duty motor vehicles.

• Sets clean ground transportation goals requiring 100% of light-duty passenger cars in state fleets to be zero-emission vehicles by December 31, 2030, and 100% of all light-duty motor vehicles to be zero-emission vehicles by December 31, 2035.

• Requires the Department of Transportation and Hawaii State Energy Office to develop strategies to transition state-owned light-duty vehicles to zero-emission vehicles.

• Authorizes the Department of Accounting and General Services to approve state fleet acquisitions, with all new light-duty passenger cars required to be zero-emission vehicles beginning January 1, 2022, and allows exemptions only when zero-emission vehicles are cost-prohibitive or unsuitable.

• Requires state and county agencies to purchase building materials for road construction projects that reduce carbon footprint when feasible and cost-effective.
