Expands the works of art special fund to support performing arts in addition to visual arts, allowing the State Foundation on Culture and the Arts to commission, record, and display performances.

Defines "performing arts" to include dance choreography, singing, music, theater, pantomime, motion pictures, screenplays, sound recordings, and similar works.

Requires performing arts to be recorded on audio, video, or audiovisual files and archived as property of the State, with the State holding exclusive copyrights under the works-made-for-hire doctrine.

Establishes that recorded performances must be displayed for public viewing and listening at presentation sites in formats determined by the comptroller and foundation to be easily accessible to the public.

Amends Chapter 9, Part III of Hawaii Revised Statutes to include performing arts eligibility for support and maintenance through the works of art special fund created from one percent of capital improvement appropriations for state building construction and renovation.
