Establishes the Office of Aerospace Development within the Hawaii Technology Development Corporation (instead of the Department of Business, Economic Development, and Tourism)

Repeals all statutory provisions relating to the Pacific International Space Center for Exploration Systems and transfers its rights, powers, functions, and duties to the Office of Aerospace Development

Creates a nine-member Aerospace Advisory Committee composed of four aerospace industry representatives, four county economic development board representatives, and one University of Hawaii representative to advise the legislature and state agencies on aerospace development

Appoints a Director of the Office of Aerospace Development selected by the Aerospace Advisory Committee to oversee space-related activities, partnerships, workforce development, and unmanned aerial system test ranges

Prohibits any vehicles launched into space from Hawaii from carrying weapons of destruction, nuclear waste materials, or using radioactive materials as a power source; effective July 1, 2050
