• Amends Section 201B-11, Hawaii Revised Statutes to clarify that the 3.5% cap on administrative expenses from the tourism special fund includes all governance and employment expenses, organization-wide costs, and a $15,000 protocol fund for the president and chief executive officer.

• Maintains the requirement that at least $1,000,000 from the tourism special fund be allocated to support efforts to manage, improve, and protect Hawaii's natural environment and areas frequented by visitors.

• Takes effect on July 1, 2050.
