Prohibits state agencies from using state funds to purchase beverages in plastic bottles or rigid plastic containers, effective July 1, 2021.

Allows exceptions for public health emergencies, water contamination risks, blind vendor programs, wildland firefighter water supplies, large public events, and incidental single-serving purchases.

Applies the prohibition notwithstanding existing procurement code provisions that allow alternative purchasing methods and competitive bidding exemptions.

Defines "plastic bottle" and "rigid plastic container" by reference to section 342H-41 and broadly defines "state funds" to include all moneys available for state agency expenditure from any fund.

Does not affect rights, duties, or proceedings that existed before the law's effective date.
