Converts four ex-officio board members of the Honolulu Authority for Rapid Transportation from non-voting to voting members, with two members appointed by the president of the senate and two by the speaker of the house of representatives.

Applies to any county with a population greater than 500,000 that has established a rapid transportation authority receiving state surcharge funds or transient accommodations tax revenues.

Terms for appointed members shall be determined by the presiding officer who appointed them.

Takes effect on May 6, 2137.
