Requests the Office of Elections to establish a working group to study implications of lowering Hawaii's minimum voting age below 18 years old to increase voter participation.

Working group must examine the pros and cons of a lower voting age, experiences of other jurisdictions that changed voting ages, whether changes should apply to all or certain elections, and necessary processes for implementation.

Working group membership includes the Chief Election Officer (chair), Dean of William S. Richardson School of Law at University of Hawaii, Superintendent of the Department of Education, and at least one community representative from a civic engagement or voting rights organization.

Chair is requested to invite student representatives from public and private schools across Hawaii to participate in the working group.

Working group must submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the convening of the 2023 Regular Session.
