Governor is requested to certify good standing for all lessees of state public lands based on compliance with financial, contractual, and legal obligations.

State is prohibited from leasing or renewing leases of public lands to any individual, corporation, or public agency that has not met all financial, contractual, and legal obligations.

Lessees must comply with obligations including payment of all moneys owed, environmental maintenance and remediation, and refraining from criminal activity on the property.
