Department of Transportation requested to promulgate rules, standards, and strategies for enforcing noise abatement requirements in the tour aircraft operators permit.

Residents of Hawaii Island, Molokai, and Maui have reported 70-80 low-flying tour helicopters daily during peak periods in recent years.

National Resources Council report cited showing helicopter noise causes sleep deprivation, cardiovascular and gastrointestinal problems, and reduced learning abilities in children.

"Fly Neighborly Program" or equivalent currently required as part of tour aircraft operators permit applications, with applicants required to include noise abatement procedures and complaint response procedures.

Department of Transportation directed to use the "Fly Neighborly Program" as a guideline for developing enforcement rules and standards to improve resident health, welfare, and quality of life.
