Department of Education must report to the Legislature and publish on its website a summary of federal impact aid owed and paid by the U.S. Department of Defense pursuant to U.S. Public Law 81-874, no later than 20 days before each Regular Session beginning in 2023.

Reports must include the total number of federally connected and military students in Department of Education schools and the per-pupil cost of their education.

Reports must include full cost recovery method calculations for federal impact aid reimbursement owed, in compliance with Government Accountability Office guidelines, and basic support payment calculations.

Reports must include the total amount of federal impact aid actually paid by the Department of Defense for each year.

Resolution notes that in fiscal year 2019, federal impact aid reimbursement covered only 12.91 percent of the per-pupil cost for educating 11,000-14,000 military students, with Department of Defense owing an estimated $170.7-217.2 million that year using full cost recovery methodology.
