Urges the Department of Education, State Public Charter School Commission, and each county's police commission to develop a memorandum of understanding and governing protocols by August 1, 2022, with input from child development and justice experts.

Protocols must identify when and how school administrators address misconduct using school resources (counselors, student-teacher response teams, administrators, security guards) versus when police should be called to campus.

Requires protocols to outline police interactions with students by age category (elementary, middle/intermediate, high school), including procedures for questioning, searching, citations, arrests, and parent notification.

Directs protocols to encourage implementation of restorative justice programs that address victim needs, hold perpetrators accountable, and empower bystanders.

Requests the Department of Education submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session convening.
