Urges the Department of Health and Department of Human Services to collaborate with community partners, including the YMCA of Honolulu, to support youth mental wellness in Hawaii.

Cites COVID-19 pandemic impacts on youth including increased depression, anxiety, and suicide attempts, with emergency room visits for adolescent suicide attempts rising 51% for girls and 4% for boys in early 2021 compared to early 2019.

Notes Hawaii ranked highest nationally in June 2021 for percentage of survey participants reporting suicidal thoughts or planning during the COVID-19 pandemic.

Acknowledges YMCA of Honolulu's history serving over 40,000 youth annually through programs including after-school care, camps, aquatics, and teen leadership before the pandemic.

Directs certified copies of the resolution be transmitted to the Director of Health, Director of Human Services, and President and Chief Executive Officer of the YMCA of Honolulu.
