Urges the Hawaii government to establish a Safe Routes to School Advisory Group to develop a comprehensive statewide strategic plan for safe student commuting by walking, biking, rolling, or using public transit.

The Advisory Group must develop a strategic plan that stabilizes the safe routes special fund distribution, streamlines program funding, identifies inclusive and equitable funding mechanisms, and prioritizes programming for schools receiving federal Title I funding.

The Advisory Group shall include 21 members or designees from state and county agencies (Transportation, Health, Education, police departments), metropolitan planning organizations, and community organizations (Papa Ola Lokahi, Hawaii Bicycling League, Aloha Care, Hawaii Public Health Institute).

Requires the Advisory Group to submit a preliminary report by December 1, 2022, and a final report by December 1, 2023, detailing actions, findings, recommendations, and any proposed legislation.

The Advisory Group shall dissolve on June 30, 2024.
