Requests the Department of Hawaiian Home Lands implement programs to support very low income native Hawaiian beneficiaries, citing a 28,000-person waitlist for residential and farming homesteads and over 2,000 native Hawaiian deaths while on the waitlist.

Directs the Department to consider awarding vacant land leases for county-approved temporary structures with Department of Health-approved wastewater treatment systems to very low income beneficiaries.

Directs the Department to consider duplicating the Puuhonua O Waianae model on every island, potentially through awarding general leases to homestead groups.

Directs the Department to consider providing rental assistance, mortgage assistance, and down payment assistance subject to eligibility criteria and available funding.

Requires certified copies of the resolution be transmitted to the Chairperson of the Department of Hawaiian Home Lands and Chairperson of the Office of Hawaiian Affairs.
