Urges the Department of Health's Child and Adolescent Mental Health Division to conduct a feasibility study on establishing a Community Mental Health Center Office (Family Guidance Center) in Kau in Hawaii County.

Addresses the closure of the West Hawaii Family Guidance Center's Kona office, requiring children and youth in the southern region to travel up to 100 miles to access services in Waimea or Hilo.

Notes that even after the Kona office reopens, some southern region residents will need to travel approximately 70 miles to reach it.

Requires the Child and Adolescent Mental Health Division to submit a report of feasibility study findings and recommendations, including any proposed legislation, no later than 20 days before the 2023 Regular Session.

Directs certified copies of the resolution be transmitted to the Director of Health, Superintendent of Education, and Chairperson of the Board of Education.
