Requests Hawaii Police Department increase staffing and police presence in Hawaiian Ocean View Estates (Ocean View) subdivision in Hawaii County, including more marked vehicle patrols and shorter response times.

Directs Hawaii Police Department to assess capital improvement project needs in Ocean View and submit findings and recommendations to the Legislature by 20 days before the 2023 Regular Session convenes.

Requests Department of Accounting and General Services, in collaboration with Hawaii Police Department, conduct a feasibility study on locating a police substation on state land to serve Ocean View and report findings by 20 days before the 2023 Regular Session.

Addresses Ocean View's rapid population growth resulting in increased crime including illegal dumping, abandoned vehicles, property crime, and feral dog attacks, with current police office unable to process or book arrestees locally.

Requires certified copies be transmitted to the Comptroller, Hawaii County Mayor's Office, and Hawaii Police Department Chief.
