Request Hawaii Housing Finance and Development Corporation to convene a task force to review permitting processes for affordable housing across state agencies and departments.

Task force must conduct a study of how each county's ordinances affect housing finance, development, and existing and future rental and for-sale housing inventory.

Task force membership includes representatives from Hawaii Housing Finance and Development Corporation, Hawaii Public Housing Authority, each county's affordable housing agency, and Hawaii Business Roundtable.

Task force must address county ordinances' effects on operations under Hawaii Revised Statutes chapter 201H, potential amendments to increase housing development with at least 60% affordable units, and county-level barriers to housing finance and development.

Task force must submit report with findings, recommendations, and proposed legislation to Legislature no later than 20 days before 2024 Regular Session convenes, and dissolve on June 30, 2024.
