Requests the Department of Land and Natural Resources to convene a working group to study and develop best practices for planning, designing, and constructing a public shooting facility on Hawaii Island.

Working group shall determine shooting facility requirements for rifle, pistol, shotgun, air gun, archery, and other shooting sports, including preliminary diagrams, land size needs, and safety zones.

Working group shall create a "Shooting Facility Requirements Manual" listing desired shooting venues, required infrastructure, construction priorities, site reviews, and cost estimates for design and operations.

Working group membership shall include the Board of Land and Natural Resources Chairperson (or designee), Director of Public Safety (or designee), and representatives from recreational shooters, hunters, and government agencies as deemed necessary.

Working group shall submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the Regular Session of 2023.
