Requests the Department of Land and Natural Resources' Commission on Water Resource Management to conduct a study on potable and non-potable water capacity in Maui County to support affordable housing development.

Study shall examine natural and artificial water sources, water infrastructure, volume, current use, and projected use of water across various regions in Maui County.

Hawaii faces a housing crisis requiring 57,000 additional affordable housing units by 2025, while only 20% of housing needs for residents below 140% area median income were met from 2016 to 2020.

Maui County experienced a Stage 1 water shortage declaration from July to October 2021 and recent drought conditions that caused wildfires, necessitating evaluation of water capacity before expanding housing.

Commission must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2023 regular session convenes.
