Supports the Department of Land and Natural Resources' Division of Boating and Ocean Recreation's execution of its improvement masterplan for Honokohau Small Boat Harbor.

Honokohau Small Boat Harbor currently has 262 moorings and serves 200 local businesses, generating $2 million annually to the State and over $100 million to Hawaii's GDP.

Harbor facilities include three boat ramps, vessel washdown area, fuel facility, harbor office, and two comfort stations.

Requests the Division of Boating and Ocean Recreation, in collaboration with the Honokohau Small Boat Harbor Working Group, to submit a report outlining recommendations and any proposed legislation to the Legislature no later than twenty days before the 2023 Regular Session.

Directs transmission of certified copies to the Governor, Chairperson of the Board of Land and Natural Resources, Administrator of the Division of Boating and Ocean Recreation, and Mayor of Hawaii County.
