Requests the Department of Land and Natural Resources to create an expedited process for contracting third-party consultants to review proposed affordable housing projects involving state lands, historic properties, or properties affecting historic sites.

Requires contracting a third-party consultant if the Department cannot provide written approval or denial within 60 days of a review request for affordable housing projects.

Mandates third-party consultants receive pre-approval from the appropriate island burial council and meet educational and experience standards set by the State Historic Preservation Division.

Requires third-party consultants to provide their recommendation to the Department within 30 days of filing a request.

Directs the Department to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2023 Regular Session convenes.
