Request governor to create a Citizen Advisory Council on Federal Affairs to improve coordination and communication between federal agencies, state and county governments, and local communities

Council membership to include representatives from neighborhood boards in Pearl City, Halawa, Kailua, Wahiawa, and one additional neighborhood; Governor's Military Affairs Liaison; and representatives from Board of Energy, University of Hawaii at Manoa, and Department of Health

Council to include one representative each from a Hawaiian cultural organization and an environmental organization, plus one Senate and one House representative

Address federal agencies' major presence in Hawaii including postal workers, airport security, correctional officers, and military employment of approximately 20,000 civilians controlling 150,000 acres of state land, with particular impact on Oahu

Require distribution of certified copies to Hawaii's congressional delegation, governor, military liaison, legislative leadership, and all neighborhood board chairpersons and members
