Urges the Department of Hawaiian Home Lands to notify beneficiaries through consultation before disposing of Hawaiian home lands, including easements and improvements, with at least 45 days to receive input.

Directs the Department to refrain from disposing of retained available lands or extending leases to non-beneficiaries unless no applicants on the waitlist seek to lease Hawaiian home lands under sections 207(a) or 207(c)(1)(B) of the Hawaiian Homes Commission Act.

Requires non-beneficiary lessees or licensees to enter into a homestead beneficiary agreement that provides amenities and funding to homestead associations for community programs as a condition of any trust land disposition.

Mandates the Department to submit quarterly reports to the Legislature and beneficiaries on inventory of formerly leased properties and disposition status of homestead properties, and maintain this listing on the Department's website with auctions held at least twice per year.

Prohibits the Department from establishing additional criteria for native Hawaiians to lease Hawaiian home lands without notifying beneficiaries through consultation, and requires notification of any interest or earnings credited to Hawaiian home operating or receipts funds.
