Requests Joint Base Pearl Harbor-Hickam and the Division of Boating and Ocean Recreation collaborate to establish a recreational area in the east loch of Pearl Harbor for public boating and leisure watercraft activities.

Directs the Division of Boating and Ocean Recreation and the City and County of Honolulu Department of Parks and Recreation to determine the feasibility of developing small-scale recreational boating facilities near Neal Blaisdell Park or Aiea Bay State Recreation Area, or both.

Cites the City and County of Honolulu's 2004 Primary Urban Plan, which identifies Pearl Harbor's East Loch as a major visual feature and potential recreational asset for the Aiea-Pearl City region.

Requires certified copies of the resolution be transmitted to the Joint Base Commander of Joint Base Pearl Harbor-Hickam, the Administrator of the Division of Boating and Ocean Recreation, and the Director of the Department of Parks and Recreation of the City and County of Honolulu.
