Requests the Legislative Reference Bureau to conduct a study on potential positive and negative consequences of implementing term limits for Hawaii state legislators.

Study must examine impacts of term limits based on experiences in 15 states (Arizona, Arkansas, California, Colorado, Florida, Louisiana, Maine, Michigan, Missouri, Montana, Nebraska, Nevada, Ohio, Oklahoma, and South Dakota) that have imposed such limits.

Requires the Legislative Reference Bureau to report findings to the Legislature no later than 20 days before the 2023 Regular Session convenes.

Notes that 1974 was Hawaii's only election with spending limits, resulting in 43% new House members and 32% new Senate members, suggesting campaign finance impacts on legislative turnover.
